Would somebody remind me why Romania is an EU member state

Surely somebody in Brussels must have said to themselves something like: "Oh yes Romania has a solid manufacturing based economy so it is certain to be a valuable customer for our other European partners. And it produces goods which are certain to be in demand."
Surely those are the minimum questions which should be asked of a prospective new member?
Sadly it appears not because otherwise the EU would not be up the kind of shit creek in which it finds itself today. These simple, okay maybe naive questions would have ruled out Estonia, Slavenia, Slovakia, Lithuania, Lativia and most significantly Greece. Oh yes and I would most certainly like to see the justification for allowing Cyprus to be a member. I cannot for the life of me understand how a country noted for its artisan crafts and merchant seamen could possbly be an economic benefit to a trade based community.
Current candidates Croatia, Montenegro, Serbia, Macadonia, Iceland and Turkey would also have their hopes dashed by my simple test. But wait, Montenegro is a base for internet gambling as well as conventional casinos, while without Iceland the wholesale marketing of frozen food would collapse. And if we closed our borders to Turkish citizens how would we get a kebab on a Saturday night after a decent drink? Maybe it's not so straightforward then.
So back to Romania. The pic above shows the inside of a convicted Romanian bank fraudster with a sample of his haul from his ATM machine scam. Apparently Most of these bank machine scams can be traced back to Romania where strangely enough there is now a criminal population who can afford to buy the consumer goods produced by our EU partners.
You might quite legitimately point out that refusing EU membership to Romania would not stop ATM fraud by Romanians but there would have been fewer of the buggers in this country without the relaxed travel restrictions that we enjoy today. Oh no wait, I am forgetting that our ever vigilant UK Border Agency imposes no checks whatever in the Irish Republic or Euro Disney so they could get in anyway EU member or not!
