How can a group of people rescued from the sea be called migrants?

The press for reasons known only to itself has adopted the habit of deeming those unfortunate people rescued from sinking vessels in the Mediterranean, to be migrants. But surely a migrant is someone who has arrived in one country from another. A person in the process of fleeing from a country is a refugee. Or has my dictionary updated itself without my knowledge?
