I have a simple solution to this problem without sending the net nannies of this world into orgasms of restrictive laws to inhibit and tax the activities of responsible adults.
Parents should stop buying computers for their children to use at home.
Millions of us managed perfectly well without computers so their home lives won't really suffer. Okay I know we live in a technological age and parents don't want their kids to be at a disadvantage. So parents could help the schools to buy more and better equipment and the kids could then use them in a regulated environment.
If no kids had computers at home, disadvantaged kids would have nothing to be envious about and feel less inclined to commit crime in an attempt to adjust the balance of material goods.
It won't happen of course because it is so much easier to introduce laws to stop everybody doing something that only harms a few. Or tax them in some way for doing it. Because you can bet that any kind of opt in system will end up costing us, the responsible majority, something.
